California Deparment of Public Health fines hospital

In March 2014, a woman from China had a cesarean section at Garden Grove Hospital in Garden Grove, California. According to an investigative report by the California Department of Public Health (DPH), shortly after the birth, the woman began to bleed profusely.

The DPH report stated that “Systemic failures and deficient practices” were responsible for failing to treat the woman’s severe postpartum hemorrhage. The woman died. The man and woman had come to the United States from China for the birth so that they could have the best care.

A medical malpractice lawsuit against the hospital was settled for $3.2 million. In another lawsuit, a jury awarded the family of the woman $2 million when the doctor was found to be negligent. Several nurses were fired and the doctor no longer has his hospital staff privileges. The doctor said “I don’t think I did anything wrong. It’s the nurses’ fault. They want to punish me.”

The state’s Medical Board accused the doctor of gross negligence, saying that he failed to properly manage the woman and did not communicate directly with the nursing staff before leaving the operating room.

The DPH has fined the Garden Grove Hospital $75,000 for the 26-year-old woman’s death in 2014. The woman’s husband, who has returned to China, is now raising the baby and his other son on his own. He feels as though the fine was nothing more than a slap on the wrist for the hospital.
